Nancy Barry shares the notes from the December 19th CPAC meeting

Jacksonville's Citizen Planning Advisory Committees (CPACs) promote communication between city government and the residents it serves. CPACs are informed of applications for land-use plan amendments, rezoning's and activities associated with police and schools within their planning district.

Staff Reports:


JFRD – Chief Kevin Jones, Fire Prevention Division, provided the following updates:

• Be careful when using Christmas lights/decorations, and extension cords, especially outside and on live Christmas trees. Be mindful of the amperage limitation for your home. pg. 2

• Stated homes that are 20 to 30 years old, should have their electrical system inspected by an electrician to ensure the integrity of the electrical system. It was noted, over time, the insulation around the wiring deteriorates with age and use. Once the wiring deteriorates, the chances of an electrical fire occurring increases significantly, especially in cold weather.

Kim Harrison - informed the CPAC that on Saturday, January 7, 2023, DCPS will host a district wide event, School Showcase Saturday. This will be an opportunity for parents to visit any public school to meet the teachers and learn about the various educational options offered at each school. Tour times for every school will be held at 9:00 am, 10:30 am, 12:00 pm and 1:30 pm. For more information, visit www.wehavethat.org


FDOT – Derek Dixon – provided the following updates:

• The interchange of J. Turner Butler Boulevard (SR 202) and Kernan Boulevard is scheduled for interchange improvements. The improvements include adding a partial clover leaf interchange, adding capacity to the on/off ramps, lighting, and traffic signal upgrades. This project is expected to be completed in late 2024.

• Construction on the southbound managed lanes on I-295 continues. There has been a supply chain issue with the roadway lighting for this project. Once the supplies arrive, high mast arm lighting will be installed, and this section of the managed lanes project will be completed.

• The intersection improvement project at the intersection of Southside Boulevard (SR 115) and Gate Parkway continues. In the upcoming months, there will be significant traffic shifts until the project is completed in late summer of 2023.

• The intersection improvement project at the intersection of Beach Boulevard (SR 90) and Southside Boulevard (SR 115) is on schedule. The project is at a point where multiple traffic shifts will occur. Work on this project should conclude by summer of 2023.

Mr. Dixon answered numerous questions about the projects mentioned above and questions about the resurfacing of the southern portion of Southside Boulevard.

JPL – Eric Soriano, Library Manager, provided the following updates:

• All libraries will be closed December 23rd through December 26th and January 2, 2023, for the holidays. Normal hours resume on January 3, 2023.

• When the library is closed, you can use your library card to check out materials (e-books, streaming music and movies) through various online services at https://jaxpubliclibrary.org/ • Announced an upcoming Lit Chat Interview with Kwame Alexander, the bestselling and awardwinning author of The Crossover and artist Dare Coulter. The duo will talk about their new book, An American Story, with local author and educator, Rahman Johnson on Tuesday, January 10 at 7 p.m. at the Main Library's Hicks Auditorium or on Zoom. Pre-registration is required.

• Another upcoming LIT Chat features Deborah Goodrich Royce who is the author of Finding Mrs. Ford and the upcoming Reef Road. Deborah will be in conversation with local author and editor Jessica Hatch on Wednesday, January 11 from 6-7 p.m. at the Beaches Library and on Zoom. Preregistration is required. pg. 3

• To improve the experience of all library patrons, sensory kits are now offered at all library branches. If you would benefit from a sensory kit, please ask any of the librarians to lend you a sensory kit to use while you visit the library.


Eric Soriano – esoriano@coj.net Municipal Code Compliance Division –Robert Bautochka Zone 3 Supervisor, announced his team will conduct a systematic inspection in the Spring Park community on January 9, 2023. In the past 30 days, 791 inspections were completed and year to date 2098 inspections were completed in the Southeast District.

The Jacksonville Assistance and Relief or JAR program was reviewed. The purpose of the Jacksonville Assistance and Relief Program is to facilitate a means of compliance to those who would otherwise be unable to achieve it due to disability or economic disadvantages. The program’s objective is to provide the abatement services required at no cost to those citizens who qualify, thereby achieving compliance and beautification of the city while not unduly burdening its most vulnerable citizens.

Walter Bryant informed the CPAC that the Park Safety Council continues to meet regularly. The council has completed their first draft of the Parks Safety Standards and have submitted it for review. Rosemary Wesolowski shared the following updates:

• Informed the CPAC that the Neighborhoods Director, Bryan Mosier passed away a couple of weeks ago. Operations Director, Chiquita Moore has been appointed as the new Director of the Neighborhoods Department. pg. 4

• The annual CPAC Chair and Vice Chair Training will be held on Tuesday, December 20, 2022, at 6:00 pm, Ed Ball Building, First Floor Training Room.
