Here you will find a list of our past meetings & events including meeting minutes & event photos. These historic listings will provide both longtime and new residents of Brierwood with an overview of the various activities that the Brierwood Neighborhood Association (BNA) has been involved with. In addition, there is an opportunity for all residents to view the many guest speakers who have contributed to the quality of our BNA meetings.

Monthly Meeting & Chili Cookoff

CPAC news- Jacquie Parenteau, our new representative. Jacquie briefly explained what CPAC was and what they do. She has been attending meetings. Nancy Barry, our other representative has been attending via zoom.

Local development updates-
-
A. Old Kmart property in process of becoming a Home Depot.
-
B. Mandarin Landing (Whole Foods location) is getting a face lift and a Broken Egg café, a Baptist Health facility and a free-standing restaurant, Cooper’s Hawk.

C. Trees in medians near intersection of Baymeadows and Old Kings are being replaced soon thanks to Councilman, Joe Carlucci. No. we do not know what kind of trees they will be.

D. A request has been made to COJ to clean up the curbs and road on the properties bordering Old Kings at Wembley Rd and Rathbone Dr. This work will be completed by July.

E. Fallen down fencing on Old Kings near Harrow Rd (north of Baymeadows) has been replaced .

Coyotes have been sighted – most recently in woods behind Craven Rd, Latimer, Southwark area. Watch your pets. Chickens may be luring them to backyards.

Original Brierwood Neighborhood Watch Chair, Lora Lewis, reported there was a property rental scam going on recently. Nonowners had removed key lockbox and were attempting to scam interested renters. JSO was called and is investigating. KNOW your neighbors and watch out for what is going on in your neighborhood.

Picnic at Camp Tomahawk is planned for Saturday, April 6, from 10-2. We will eat at noon. Please bring a dish to share (chips, cookies, etc.) BNA will provide hotdogs and buns.

Wicker Barley on Thursday, 5.16.24. Voted on a 6:30 starting time. Yadon will have meeting with manager to make sure we have 3 tables reserved. The association will provide around $100 of appetizers. Dinner and beverages are on your own.

Al Agave Azul (Mexican) and Popsicle food trucks have been confirmed. Parenteau will include El Agave Azul menu on the website. Food truck has water for a reasonable price of $1.50, however you may want to bring a few bottles if they run out.

Barry has registered event with COJ so we should see same JSO presence again.

Parenteau has posted to Nextdoor App. Parenteau will get into the events listing too.

Block captains will hand out flyers next week and weekend. Our consensus is that the flyer covers this event and all other dates through December.

Dobson has offered to print and help distribute flyers for Original Brierwood.

Rhoden has access to 2 cornhole games and maybe a large connect 4. Parenteau has a large Jenga set.

All board members will bring any tables or tents they can.

We will have an ‘Info Table’ set up. All are asked to spend about 20 minutes manning it. Parenteau will make a with upcoming events, Yadon will print out flyer of how to stay informed about BNA.

Remember, we are not offering the church’s bathroom facilities. Pee before you go.

A resident suggested we sell some sort of patriotic displays similar to selling luminaria kits. We will revisit this in the winter or spring for Memorial Day/Flag Day/4th of July. Maybe we buy them and put them out as advertisement for BNA?

Barry will invite our new Councilman, Joe Carlucci, to speak at our September or November meeting. We invite Code Enforcement to the meeting Carlucci can’t attend.

Barry will also inform the Councilman’s office of pothole problems and leaky fire hydrants in Original Brierwood.

A new resident, Sue Barker, has volunteered to servs as Secretary. Nancy will follow up and make sure she understands the task.

Does anyone have ideas for September and November meeting speakers? We will ask those who attend picnic and Wicked Barley. One possibility is new city councilperson for district 5.

When we get Neighborhood Night Out dates from city, we will plan event. The food truck was a huge success. Hopefully Liz R can set that up again. We need to have bottled water on hand for police officers and residents.

Clean it up - Green it up
In coordination with the City of Jacksonville the Brierwood Neighborhood Association coordinated a neighborhood clean-up event.
We had 21 Brierwood neighborhood residents volunteer some of their time to help clean up our neighborhood.
Some of the tasks we accomplished:

We collected over 10 large bags of trash

Cleaned the neighborhood watch signs

Cleaned up the sidewalk beside the fences on Baymeadows Rd.

Cleaning the rock wall sign

Minor landscaping around neighborhood signs

homelessness & panhandling, septic issues in COJ, Emerald Trail progress. Suggestion to apply for up to $5000 grant from city to help with fence maintenance and other projects.

The old bank building at corner Old Kings and Baymeadows is now Green Dragon Cannabis-CBD dispensary.

Late Church property ay Craven and Baymeadows is still to become retirement facility. Liz Y spoke with rep from Douglas Company and he confirmed the project is still waiting on financing-he did not give a projected start date.

Clean It Up, Green It – A mid-January date was suggested. We will concentrate on fence line on
Craven Rd, Baymeadows Rd. and clean Neighborhood Watch signs.

Susann Turner suggested we look into interest in community of having trees planted in the right of way (swale) on our streets.

Liz Yadon suggested we have trees planted in median at intersection of Old Kings and Baymeadows with more appropriate trees-the crepe myrtle there have never bloomed

Guest Speaker: District 5 Councilwoman, LeAnna Cumber. Main points of discussion covered 1. keeping Jacksonville parks safe and well maintained. 2. Curbside recycling will return. 3. The downtown library will be reopening, no set date. 4. What will become of the bank property at corner of Baymeadows and Old Kings? No info was available. 5. Two multi-family developments—apartments and homes are being built across from Wolfson High School. We currently have an apartment
shortage in Jacksonville. 6. There are several longstanding resettlement programs for refugees in Jacksonville. Currently some Afghan refugees are being settled here. Governor DeSantis is working on the ‘planes’ of refugees coming in from the Mexican border. 7. The YMCA buildings and homes on Skinner property on Old Kings Rd are being torn down to build
condos.

Nancy Barry gave more details about proposed work by Sign—Rm. Total cost will be $3000. It will take several months from design-fabrication to installation. We will need to make repairs to/or replace planters surrounding sign bases at time of installation. Nancy has spoken to resident, David Belvin, about this. A motion was made, seconded and passed to proceed with project and send the down payment to Sign-a-Rama. Nancy is composing an email to send out, letting residents know we are proceeding and that we still need to raise approximately $830.00.

Miami subs property has been sold and is being developed into a small office/retail building. Crossroots Church property has been sold. May be sold as is or may be developed into homes.

Lori Boyer’s assistant is working on Airbnb regulations from Jacksonville.

We now have a City Arborist

All bridges are under DOT whether they are built by city, county, state. DOT does all inspections and rates them.

Septic tank removal and hook ups to City sewer and water are being funded at $5,000,000 per year. This the amount needed for the work that is actually able to be accomplished each year

Lora Lewis reported that NextDoor app now has 178 members in the 32217 zip code and 192 members in the 32257 zip code. She is coordinating the ‘original’ Brierwood group and the ‘new’ Brierwood group. Please encourage your neighbors to join,

Ms. Lewis also mentioned a COJ training for landlords - How to observe criminal activity (heavy traffic on weekends and nights, gang tattoos, people leaving empty handed, cars parking around the corner, money in pockets changing hands)

Public thinks BNA is a HOA (Home Owners Association) and send legal liens inquiry letters to Ansbaucher law firm.

Alton Allen has developed and maintained the BNA Website. He renews the domain name fee as a donation to BNA yearly. A new resident, Ryan White, is interested in creating a new site with Mr. Allen in a more of a ‘newsletter’ format. He will use the more up-to-date Square Space platform. He will show us an example at next meeting. He is a realtor and would like to place an advertisement in the newsletter similar to what was done by Kathy Wright and Ellen Pritchard in the past.

Glenda Spickelmier will find out if an elderly resident would appreciate a BNA ‘work day’ to help out with yard work.

Steve is increasingly busy with Veteran’s organizations and would like for group to find a new Chairman.

Guest Speaker: Dr. Neill R. Graff-Radford, M.D., Professor of Neurology
Meeting Topic: RECRUITMENT FOR TWO STUDIES RELATING TO ALZHEIMER'S DISEASE:
1. Clinical trial testing a medication to prevent Alzheimer's disease.
2. A longitudinal study where participants are followed annually to conduct memory testing for research purposes.
Summary: Dr. Graff-Radford, MD, of the Mayo Clinic, provided information on the study that he is involved with regardingthe
determination of the effectiveness of a new drug that is anticipated to be effective in preventing the onset of Alzheimer's
disease in individuals who have evidence of amyloid buildup in their brain.
The Study: The Mayo Clinic is participating in a study of 1,000 people (volunteers) who have evidence of amyloid deposition on their Positron Emission Tomography (PET) scan, but otherwise have normal memory and cognitive functions. The age range for participation in this study is from 65 to 85. An initial PET scan is completed to determine any evidence of amyloid, and
those individuals who do have evidence of amyloid would be qualified for participation in the study. All costs associated with
this study (initial qualifying PET scan, other PET scans, etc.) will be covered by the organizations conducting the blind study. Half of the participants accepted in the study will receive the drug being tested and half will receive a placebo. The study is
expected to last for 3 years, with tests involving individuals in the study being conducted once a month. The individuals
participating in the study have the opportunity to help contribute toward the development of a drug to prevent Alzheimer's
disease in individuals with evidence of amyloid deposition in their brain (PET scan).

Meeting Topic: Allison Adams reported that the Landing renovation would be announced soon. There is a Chik-fil-a and a
bank coming to corner of Oak Bluff and San Jose. She will check on rezoning requests in our area. Steve reported that next month’s speaker will be from La Plazzio (the condos behind Walgreens on Goodby’s Creek). They are slated to be ready for
occupancy in Feb. The lowest priced unit is in the $400,000’s. Steve also spoke with zoning and signs personnel at COJ to
get them looking at possibility of a 3-way stop ay Rathbone and Craven.

Lori Boyer spoke with the Brierwood residents about her first two years in office. She discussed the three branches of our city government (EXECUTIVE/Mayor, LEGISLATIVE/City Council and JUDICIAL) and how her actual responsibilities as
councilwoman matched up with her expectations of what the job really entailed. She also discussed some expected changes to new businesses, and handed out a questionnaire to which Brierwood Residents completed and returned to her. She will
use this in evaluating her work and to give her a better idea of what the residents choice of options would be regarding
decreased services vs increased taxes.
April 2013 Meeting:
Meeting Topic: UPDATE ON ZONE 3
Guest Speaker: Mike Johnson, New Zone 3 Chief, JSO.
Mike Johnson, our New Zone 3 Commander, as well as three other JSO police officers, attended our BNA meeting. The new
commander presented his credentials reviewed recent developments at the JSO. He also highlighted the significant
reduction in crimes in Jacksonville, FL. More specifically, he said that there was a -8.3% reduction in crimes in Zone 3, which is
the area in which our Brierwood community resides.

Guest Speaker: Robert Crawford, Code Compliance Officer
Robert Crawford provided Brierwood residents with updated information on code enforcement and changes in the laws.
February 2013 Meeting:
Meeting Topic: SIGN APPRECIATION CHILI DINNER
Brierwood residents met tonight for a complimentary Chili Dinner at the Baymeadows Community Church (BNA meeting
place) in celebration for the completion of the new Brierwood Entrance signs.
All types of chili were served as well as side dishes of tossed salad, rolls, cole slaw, corn bread, cake, cookies, brownies, cherry
cobbler and other desserts. All had a good time. During the meeting a slide show of the new San Clerc Road Brierwood Wall Sign was shown along with the landscaping completed by BNA members.

Meeting Topic: We had a very important business meeting and prepared for the Holiday Season in the Brierwood
neighborhood.
October 2012 Meeting:
Guest Speaker: Ms. Kimberly Scott, M.P.A., Chief Municipal Code Compliance Division,
Ms. Scott spoke about general questions such as how the Municipal Code Compliance Division investigates the following
property issues: nuisance overgrowth/trash; unsafe structures; unmaintained pools; graffiti (non-public areas);
abandoned/junk vehicles on private properties; residential and commercial minimum property standards; zoning, and; illegal
signage on public and private properties.

The annual National Night Out was held in our neighborhood on October 2, 2012 from 6:00 to 8:00 pm on an individual basis. (Previously held in August, National Night was moved to October for Duval County.
September 2012 Meeting:
Guest Speaker: Ms. Rosalind Fullard , PrePlanner & Family Service Counselor Ms. Fullard is a representative for Dignity
Memorial Funeral Homes & Cemetery. She talked about a Personal Planning Guide which will provides the answers to all of
the questions that a Funeral Director would ask.

August 2012 Meeting:
Guest Speaker: Charlie Mann , Zoning Consultant who discussed the new Dollar General store going into the Goodby's Creek area on Baymeadows. Brierwood Neighborhood Association members expressed their concerns and had input with regard to requirements to add landscaping, adequate entrances, etc.
Special Note:
SHADCO AT SAFETY FAIR:
The Jacksonville Safety Fair was held at the Avenues Mall on Saturday. SHADCO (Sheriffs' Advisory Council) provided a booth with various handouts and information. The photo is of the SHADCO members manning the booth as well as officers from

May 2012 Meeting:
Guest Speaker: Ms. Ashley Smith Juarez, who is running for the School Board. She presented her credentials for the office
she is seeking and the interest she has in giving back to Jacksonville community in the position of member of the School
Board. She also answered many questions asked by BNA members about her positions on various issues relating to the
public schools.
April 2012 Meeting:
Guest Speaker: Mr. Ozzie Mechoso, Manager of the First Citizens Bank who spoke about the services provided by First
Citizens Bank (formerly IronStone Bank), located on the corner of Baymeadows & Old Kings Road.

2010 NATIONAL NIGHT OUT: 8-8-2010
The annual National Night Out was held in our neighborhood from 6:00 to 8:00 pm on an individual basis.

Guest Speaker: Lori Nemeyer Boyer - Ms. Boyer intends to become a candidate to replace Art Shad on the City Council due
to term limits. Lori has already visited with our association Chairman and they have taken a tour of Brierwood Area.

Neighborhood Association.

Guest Speaker: Kimberly Scott, M.P.A. Chief Municipal Code Compliance Division, City of Jacksonville. The topic was Code
Enforcement in residential areas.
FAMILY ART FEST: On 11-14/15-09
September 2009 Meeting:
Guest Speaker: Eddie R. Forest, from Classic Fence, a family owned business located on Craven Road, who spoke about
home fencing. He also answered many questions posed by residents of Brierwood regarding fences such as different types,
heights, materials, etc. They provide free estimates.

2009 NATIONAL NIGHT OUT: 8-8-09
The annual National Night Out for Brierwood was combined with the monthly August Brierwood Association Meeting and
was held on Tuesday August 4th, 2009 at 6-9 pm at the Baymeadows Baptist Church, 4826 Baymeadows Road, Jacksonville, FL 32217 (SW corner of Baymeadows & Craven Road). Food and Drinks were provide by the Church Youth Program.
Entertainment was provided by Moose & Friend, a blue grass band, and desserts were provided by Brierwood Association
members.
